This research analyzes the multifaceted impact of digital transformation on the economic development of Azerbaijan. It examines positive outcomes, such as economic growth, and challenges like "digital divide." The necessity of a comprehensive strategy that encompasses institutional and human capital, alongside technological applications, is emphasized for a successful outcome. Additionally, the article reviews the role of public-private partnerships in shaping the digital ecosystem and the efficiency of innovation-oriented investments. The research results present a concrete roadmap for utilizing digital tools to improve Azerbaijan's position in the Global Competitiveness Index and enhance the export potential of the non-oil sector. In conclusion, it is substantiated that digital transformation is not merely a technological upgrade, but a strategic tool for elevating socio-economic welfare.
