Abstract

The article provides an economic assessment of the use of mineral raw material resources in the liberated territories of Azerbaijan. The main idea of the study is that the economic value of mineral resources is determined not only by the physical volume of deposits or the market price of raw materials, but also by their impact on the reconstruction and restoration process, regional industrialization, employment, investment attractiveness, environmental security, and institutional governance. The analysis shows that construction materials may play an important role in providing resources for reconstruction works in the short and medium term, metal ores in forming long-term industrial and export potential, and mineral and thermal waters in the development of tourism, health, and the local service economy. At the same time, the process of bringing these resources into economic circulation should be aligned with the principles of restoring environmental damage, protecting water and land resources, establishing local processing chains, and retaining social benefits within the region.
