ETHICAL GUIDELINES

Publication Ethics and Malpractice Statement
The journal “Economic Growth and Public Welfare” is committed to the highest ethical standards. All authors, reviewers, and editors are expected to adhere to the following ethical principles.

Publication ethics refers to a system of professional standards governing the relationships among authors, reviewers, editors, publishers, and readers throughout the creation, dissemination, and use of scholarly publications. The publication ethics policy of “Economic Growth and Public Welfare” is based on the recommendations and standards of the Committee on Publication Ethics (COPE).

Ethical Guidelines for Publishers

During their activities, the publisher is responsible for the publication of copyrighted works and must comply with the following fundamental principles and procedures:

  • Promote the fulfillment of ethical responsibilities by the editorial board, editorial and publishing team, editorial staff, co-reviewers, and authors.
  • Support the editorial board in handling claims related to the ethical aspects of published materials and, if it facilitates the editors' duties, cooperate with other journals and/or publishers.
  • Ensure the confidentiality of all submissions and pre-publication information received from authors.
  • Understand that the journal operates as a non-commercial project and is not intended for profit.
  • Be ready to publish corrections, clarifications, retractions, and apologies when necessary.
  • Enable the editorial board to reject materials containing plagiarism or inaccurate information.
  • Reject or request revisions of manuscripts that violate the journal’s established submission rules agreed upon with the Publishing House.
  • Ensure that accepted articles are made publicly available and that copyright is protected.
  • Publish information regarding research funding if provided by the author.
  • Take all reasonable measures to correct content, grammatical, stylistic, or other errors.
  • Coordinate editorial proofs with the author.
  • Ensure timely publication of the journal.

Ethical Guidelines for Authors

By submitting materials to the journal “Economic Growth and Public Welfare”, the author(s) acknowledge their primary responsibility for the originality and reliability of research results and agree to comply with the following principles:

  • Authors must provide valid research results. Any knowingly false or fabricated statements are unacceptable.
  • Authors must ensure that the submitted manuscript represents entirely original work. Any extracted phrases or quotations must clearly indicate the original author and source. Plagiarism in any form, including undocumented citations, paraphrasing others’ research results, or unauthorized use of intellectual property, is unethical and unacceptable.
  • Authors must present only original facts and data; provide sufficient information for other researchers to verify and replicate experiments; and prevent fabrication or falsification of data.
  • Do not allow duplicate publication. If parts of the manuscript have been previously published, authors must cite prior work and highlight differences.
  • Authors must not submit manuscripts under consideration elsewhere or previously published articles.
  • Acknowledge all contributors who influenced the research, including proper citation of significant works.
  • Maintain ethical standards when criticizing or commenting on third-party research.
  • All co-authors must have made significant contributions to the research; individuals who did not contribute must not be listed.
  • Respect the work of editors and reviewers, respond to their comments, or provide justified explanations.
  • Prepare and submit manuscripts according to journal guidelines.
  • Notify the editorial board immediately if significant errors or inaccuracies are identified during review or after publication.
  • Provide proof of originality and correctness when requested by the editorial board or publisher, and correct errors when third parties alert the editors.

Ethical Guidelines for Reviewers

Reviewers ensure unbiased scientific evaluation of copyrighted materials and must adhere to the following principles:

  • Manuscripts under review are confidential and must not be shared or discussed with third parties without editorial permission.
  • Reviewers must recognize that submitted manuscripts are the intellectual property of authors and contain non-shareable information. Breach of confidentiality is only allowed if reviewers identify falsified or unreliable data.
  • Reviewers should alert the editor to significant similarities with other works and lack of references to previously published findings by the same or other authors.
  • Reviewers must identify relevant literature not cited in the manuscript.
  • Reviewers must provide objective, reasoned evaluations and well-founded recommendations. Personal criticism of authors is unacceptable.
  • Reviews must aim to improve the scientific quality of the manuscript.
  • Reviewers must base decisions on specific facts and justify their recommendations. Manuscripts cannot be copied for personal use.
  • Reviewers must not use unpublished information for personal benefit.
  • If a reviewer feels unqualified or biased (e.g., conflicts of interest), they must inform the editor and recuse themselves.
  • The review process is confidential. The reviewer’s identity is known only to the managing editor and editor-in-chief and must not be disclosed.

Ethical Guidelines for the Editor-in-Chief

During their tenure, the editor-in-chief is responsible for publishing copyrighted works and ensuring the application of the following fundamental principles:

  • Ensure the validity of the information presented and the scientific significance of submitted works when deciding on publication.
  • Evaluate manuscripts regardless of authors’ race, gender, sexual orientation, religion, origin, citizenship, social status, or political beliefs.
  • Do not use unpublished data from manuscripts for personal purposes or share it with third parties without the author’s consent.
  • Maintain confidentiality of ideas obtained during editing and avoid personal gain.

The editor-in-chief must:

  • Continuously improve the journal.
  • Uphold the principle of freedom of expression.
  • Meet the needs of the journal’s readers and authors.
  • Avoid business interests influencing publication decisions.
  • Base publication decisions on the following criteria: relevance to the journal’s scope; timeliness, novelty, and scientific significance; clarity of presentation; reliability and completeness of results.
  • Ensure high-quality publications and maintain confidentiality.
  • Consider reviewers’ recommendations but retain ultimate responsibility for publication decisions.
  • Justify decisions to accept or reject manuscripts.
  • Allow authors to respond to review feedback.
  • Ensure previous decisions are not overturned due to changes in editorial board composition.
  • Reject manuscripts if sufficient evidence of plagiarism exists.
  • Collaborate with the publisher to resolve ethical complaints and restore violated rights when necessary.
