Quadruple-helix co-evolution as an institutional framework for digital human capital development: evidence from Azerbaijan

Digital economic transformation demands institutional arrangements that systematically produce and redistribute digital competencies across an economy. While the triple-helix model — university, industry, and government — has long guided innovation-system theory, it underspecifies the financial and civic dimensions increasingly critical to human capital formation in platform economies. This paper proposes and empirically grounds a Quadruple-Helix Co-evolution (QHC) model that adds the investor actor to the canonical triad, and theorises their interaction as a co-evolutionary dynamic mediated by digital platforms, open-innovation portals, regulatory sandboxes, and a shared skills ledger. Drawing on an empirical dataset of 2,000 respondents and 500 employer interviews conducted across nine Azerbaijani cities, as well as macroeconomic panel data for 2010–2024, the paper tests the proposition that synergistic alignment among the four actors significantly accelerates digital competence accumulation. Results confirm a statistically significant positive association (r = 0.68, p < 0.01) between institutional co-ordination intensity and average K-digiIndex scores — a composite digital competence measure. The analysis further demonstrates that every 10-point increase in inter-actor coordination produces a 0.22% uplift in labour productivity. The paper contributes a replicable institutional framework applicable to post-Soviet and emerging-market economies navigating similar digitalisation trajectories.
