Evaluating the Effectiveness of Innovation Centers in Supporting Early-Stage Startups in Azerbaijan

This study examines the role of innovation centers in supporting early-stage startups and assesses their effectiveness within Azerbaijan’s developing startup ecosystem. The study focuses on the support mechanisms provided by innovation centers, their perceived usefulness from the perspective of startup founders, and the structural gaps that limit startup progression. The research is based on a quantitative methodology, using electronic survey data collected from 30 startup founders and 8 innovation center employees operating in Azerbaijan.
The empirical analysis evaluates startup development stages, compares perceived and provided support mechanisms, examines alignment and asymmetries in challenges faced by founders and innovation centers, and analyzes startup financing practices. The results indicate that mentorship, advisory services, networking opportunities, and access to infrastructure are the most consistently delivered and valued forms of support. However, access to financing, legal assistance, and follow-on investment mechanisms remain significantly underdeveloped, contributing to a concentration of startups at the MVP and early revenue stages.
This study contributes by providing founder-level empirical evidence on how globally established incubation and acceleration models function within a transitional innovation ecosystem.
From a practical perspective, the findings offer policy-relevant insights for improving the design, coordination, and financing effectiveness of innovation centers in Azerbaijan.
